Wales and Scotland both require every private landlord to register — England does not. Wales charges one flat fee per landlord regardless of how many properties you let; Scotland charges a fee per property on top of a flat registration fee. This calculator works out the registration cost, whether you also need a landlord licence, and what the whole thing comes to per year over the registration cycle — 5 years in Wales, 3 years in Scotland.

Wales: registration is universal, the licence is not

Under the Housing (Wales) Act 2014, every landlord letting a home in Wales on a domestic tenancy must register with Rent Smart Wales — currently £102 standard or £60 online for a new registration, lasting 5 years. A separate landlord licence (£327 standard / £302 online, also 5 years) is only required if you personally carry out the letting or management work. Use a licensed agent to handle everything and the licence duty sits with the agent, not you — you still have to register, but you skip the licence fee and the training that comes with it. A licence application needs evidence of approved training: RSW’s own landlord licence course costs £100 in a classroom or £35 online. Both the registration and the licence cover every property you let in Wales — Rent Smart Wales’ own FAQ says a landlord “only needs one” licence “to cover them for any property in Wales,” and joint landlords register once together, not once per property.

Scotland: a flat fee plus a fee per property

The Scottish Landlord Register charges a principal fee of £85 for an application with a single local authority (halved to £42.50 per authority if you register with two or more online at once), plus £20 for each property you rent out. There is no separate landlord licence in Scotland — registration is the whole requirement, whoever manages the letting day to day. Registration lasts 3 years before it needs renewing. Miss the renewal and a £170 late application fee applies on top. Scottish-registered charities and landlords who already hold an HMO licence with that council pay no fee at all, and where a property is jointly owned only the lead owner pays the principal fee.

Why the numbers on this page are more current than our Scotland guide

Our separate Scotland registration fees guide is built from a gov.scot Freedom of Information release that only runs to March 2025 (£80 principal / £18 property in its last confirmed year) — and says plainly that fees rise every April, so that table is now out of date. The figures used here (£85 / £20) come straight from the Scottish Landlord Register’s own current fees page, read on 13 September 2026, and are the numbers to use for a registration or renewal today.

What “per year” means here

Registration (and, in Wales, the licence) is paid once to cover the whole cycle — not annually. The “cost per year” figure just divides that one-off total by the length of the cycle, so it’s easier to compare against other running costs like a Rent Smart Wales renewal or an HMO licence in a different part of the UK, or to budget for it alongside your other landlord costs.

Renting in England?

England has no equivalent whole-country landlord registration scheme. Some councils run their own selective licensing schemes covering every rented property in a defined area, and a large HMO needs its own council licence wherever it is — see our HMO licence in England guide for that threshold, or check your own council’s pages directly for selective licensing.

Tax: registration, licence and training fees are deductible
